Two more people have been arrested in connection with a theft at Heathrow Airport in which 21 people were injured by a substance believed to be pepper spray, according to law enforcement.

A man, 24, was taken into custody in the Lambeth area on suspicion of robbery and assault and a woman, 23 was detained on suspicion of conspiring to commit a robbery. Both individuals are still being held, the force said.

The arrests come after an investigation into an attack at the multi-level parking garage at Heathrow's Terminal 3 this past Sunday. Prior to the incident, a pair of female travelers were robbed of their luggage upon exiting a parking garage elevator.

A toddler aged three was one of the injured in the event. Five people were taken to the hospital for medical care and were later discharged.

Police arrested a man in his thirties for suspected robbery and assault near the location. He was subsequently released pending further inquiries while inquiries continue.

Police were alerted at approximately 08:10 GMT following reports of a number of individuals injured by a noxious substance thought to be an irritant spray.

The attack - which authorities stated was isolated and not considered an act of terror - resulted in train delays and the temporary shutdown of the Central Terminal Area tunnel and the T3 parking facility for a short time.
